In a large pot, place a half inch of water and steamer basket. Heat over medium/high heat.
Place cauliflower florets in steamer basket.
Cover with a lid and steam cauliflower until fork tender, about 20 minutes.
Add the cauliflower to a food processor, along with the butter, salt, pepper, and 1/8th tsp garlic powder.
Blend until thoroughly mixed and the consistency of mashed potatoes, being careful of steam build up.
Taste and adjust seasonings, adding more salt, pepper, and remaining garlic powder if needed.
